Storm Water Management

Dodson & Associates, Inc. has been involved in the storm water pollution arena since the beginning years of NPDES regulations, both in permitting and in education. We have provided training and compliance support to three state Departments of Transportation: the Arizona DOT, Hawaii DOT, and New Mexico DOT to assist them with NPDES compliance.  In each case, we were asked to assist the DOT in developing strategies to implement Best Management Practices (BMPs) that would allow them to operate their systems in compliance with their municipal discharge permits.

 

The projects detailed below, as well as our experience teaching NPDES seminars, has given us an excellent understanding of Phase I, Phase II and Industrial Storm Water program preparation.

Example Projects


City of Port St. Lucie Storm Water Master Plan

Port St. Lucie, Florida

Compliance with the upcoming NPDES Phase II regulations for small municipalities, and the State of Florida’s adaptation of these regulations to a state-specific permit.  The city of Port St. Lucie will be required to comply with federal and state regulations regarding storm water discharges from municipal outfalls and outfalls from municipally-owned industrial facilities and construction activities on March 10, 2003.  The state is in the process of developing a generic permit for small municipalities that will include a requirement to develop a city-wide Storm Water Management Plan (SWMP), submit annual reports on the status of implementing the SWMP, and submit a Notice of Intent (NOI) in order to apply for the permit.  The entire project includes the following:

Ø       Preparation of the application for the NPDES General Permit to be submitted to the Florida Department of Environmental Protection (FDEP).

Ø       Preparation of the permit application and production of a complete Storm Water Management Plan.

      Ø       Review of the code of ordinances and recommend changes in order to assist with preparing the SWMP. 

Ø       Research of the current state of storm water enforcement within the city and provision of materials relevant to any necessary changes including recommendations for cross-training between city departments and checklists for inspectors. 

Ø       Recommendation on staffing and fee structure and budget to implement the program. 


Corpus Christi Storm Water Master Plan

Corpus Christi, Texas

 

Dodson & Associates, Inc. has been chosen as part of a team of consultants to assist the City of Corpus Christi in development of a final storm water criteria and design manual.  The existing Master Storm Water Master Plans were developed at different time periods as the City expanded such that the drainage design parameters are not consistent between areas.  Phase One of this project includes development of engineering and community (level of protection)

criteria to reflect soil conditions and topography.  The result will be a Storm Water Criteria and Design Manual.  Phase Two includes development of a comprehensive Master Storm Water Plan for the City of Corpus Christi using the Criteria and Design Manual from Phase One.  Phase Three is an evaluation of individual drainage systems, prioritized based on severity of deficiency, including specific drainage systems that have been identified either by observation or preliminary study as exhibiting drainage problems.  Dodson & Associates, Inc. is also assisting the City of Corpus Christi with complying with the revised NPDES Phase II requirements that are soon to be issued in the state of Texas.  Another major portion of Dodson’s contract includes floodplain mapping of the area using GIS applications, and conducting a training seminar for city personnel on the use of GIS software.


NPDES Industrial Storm Water Permit Applications

Over 100 Facilities in 13 States

 

Dodson & Associates, Inc. provided a broad range of services for Southdown, a Fortune 500 company that is a fully integrated manufacturer of cement and concrete products.  These services all related to storm water discharges and EPA compliance activities.  The services included site inspections, permit preparation, employee training, demonstration of storm water sampling, recommendation of remedial and storm water management measures, preparation of storm water pollution prevention plans, field testing, presentation of expert testimony at EPA hearings, and many other related services.

Many of the Southdown facilities are located in southern California, including a large number of Transit-Mix ready mix concrete batch plants located throughout Los Angeles and Orange County areas, the large sand and gravel mining operation located in Azusa, the Rho-Chem hazardous waste handling facility in Inglewood, and the Southwestern Portland Cement plants and associated limestone quarries located in and around Victorville.

Dodson & Associates, Inc. initially prepared parts I and II of a group permit application for the concrete ready-mix batch plants, but when the State of California issued its general permit for industrial storm water discharges in 1992, the group permit was amended and these facilities were covered under the California general permit.

 


 

NPDES Audit

Idaho Falls, Idaho

 

An evaluation of the Idaho National Engineering and Environmental Laboratory (INEEL) storm water program in order to compare the program to other storm water programs in the United States.  The evaluation would then be used to determine future scope and direction of the INEEL storm water program and to apply for appropriate coverage under new permits based upon this future scope.  Recommendations were made for how their storm water program needs to be planned and carried out over the next several years.

 

 


Storm Water Pollution Prevention Plan – Austin Research Boulevard Site (AURB)

Austin, Texas

 

The completed Storm Water Pollution Prevention Plan (SWPPP) was for the 3M Research Boulevard site in Austin, Texas.  The site is located in north central Austin, along Research Boulevard (US Highway 183), near the border of Travis and Williamson counties.  This SWPPP was prepared to identify and detail the actions the facility must take to prevent the contamination of storm water runoff.  The two major objectives of the SWPPP were to help identify the sources of pollution that affect the quality of industrial storm water discharges and define and ensure the implementation of best management practices that would reduce pollutants in industrial storm water discharges.

 


Harris County Flood Control District Sediment Control

Harris County, Texas

 

Dodson & Associates, Inc. has been involved with the Harris County Flood Control District (HCFCD), in Houston, Texas, as they have developed a Storm Water Management Plan as part of the NPDES Phase I permit requirement and have provided services to assist them with their plans.  Our GIS specialists developed a database of soil erosion factors in each of the 22 major watersheds within Harris County, then applied the factors to a GIS-based map of Harris County, Texas, to assist the District in determining erosion-prone areas and developing measures to reduce the on-going problem.  The information is useful for selecting appropriate best-management practices for construction sites at different locations throughout the county.  It also leads to a more objective way of comparing the effects of different projects and different project approaches, including the selection of Best Management Practices (BMPs) for HCFCD and Harris County public works projects.
